This study proposes an original Design-Driven Curriculum Development Model by addressing the structural limitations of classical and contemporary approaches in the field of curriculum development. The study draws on multiple data sources based on a systematic literature review, a comprehensive needs analysis, and a synthesis of expert opinions. The proposed model integrates design thinking with socio-scientific learning principles within a pedagogical context and is structured around the principles of learner-centeredness, empathy, iterative design, and contextual responsiveness. The applicability of the model was tested through the development of an original curriculum for foreign language instruction at the higher education level. The study aims to contribute to the literature and educational practice by offering a flexible, context-responsive, and cross-disciplinary curriculum development framework.
