dc.description.abstractBu çalışmada, illerde görevli maarif müfettişlerinin inceleme ve soruşturma sürecinde karşılaştıkları sorunlar ve bu sorunlara yönelik çözüm önerileri araştırılmıştır. Araştırma, maarif müfettişlerinin görüşlerinin yüz yüze görüşme tekniği aracılığı ile ele alındığı nitel bir araştırma olup, betimsel durum deseninde tasarlanmıştır. Düzce, Bolu ve Sakarya İl Milli Eğitim Müdürlükleri bünyesinde görev yapan; maksimum çeşitlilik örneklem yöntemiyle belirlenen 19 maarif müfettişi ile görüşmeler gerçekleştirilmiştir. Elde edilen veriler içerik analizi yöntemi kullanılarak incelenmiştir. Araştırma sonunda, inceleme ve soruşturma onaylarının açık ve net olmaması, muğlak ifadelerin yer alması, somut bilgi-belgeye dayanmayan konuların inceleme-soruşturmaya konu edilmesi, istenilen bilgi-belgelerin zamanında verilmemesi maarif müfettişlerinin dile getirdiği başlıca sorunlar olarak tespit edilmiştir. Müfettişlerin iş yoğunluğu, görev tanımında olmayan görevlerin müfettişlere yaptırılması, yasal boşluk, ikili müfettiş sistemi, suç olan fiillerin tam karşılığının yasalarda yer almaması ve özlük ve mali hakların kötü olması, getirilen tekliflerin disiplin amirince uygulanmaması ve sendikal baskılar diğer sorunlar olarak tespit edilmiştir. Araştırma sonunda sorunların çözümüne yönelik öneriler geliştirilmiştir.
dc.description.abstractIn this study, the problems faced by the education inspectors working in provinces during the inspection and investigation process and solutions for them were sought for. This qualitative research is designed as a case study, in which opinions of education inspectors are obtained through face-to-face interviews. Interviews are conducted with 19 education inspectors in Düzce, Bolu and Sakarya Provincial Directorates of National Education and determined with the maximum diversity sampling method. The data are analyzed using the content analysis method. At the end of the research, the problems mentioned by education supervisors are determined as unclear inspection and investigation approvals, the presence of ambiguous statements, the inclusion of the issues which are not based on concrete information and documents to examination and investigation, late arrival of the requested information and documents. Other problems are found out as the workload of the inspectors, assignment of some other duties that are not included in the job description, the legal gap, the dual inspector system, the absence of the exact values of the criminal acts in the laws, bad personal and financial rights, the abeyance of the suggestions made by authorities, and the union pressures. Suggestions for those problems are presented in conclusion.
