Özet
Euphrates, Tigris and Asi rivers, being transboundary waters, affect Turkey's national security and interests. Riparian states, which are the parties to the problem, have been on the brink of war from time to time. Syria and Iraq's approaches to the issue involve policies which are away from the solution and increase the likelihood of conflict in the region. The changing nature of the problem is likely to generate an economic, political and military risk for Turkey. The aim of this study is to state that due to Euphrates and Tigris Rivers, Turkey is faced with the risk of security problems and conflicts. For the realization of this aim, this study focuses on the importance of the problem, its nature, its causes and the process of its emergence. The study adopts a neorealist approach to explore the past and present development of the problem, its nature and the basic approaches of the actors involved. In the study it has been found that the strategic value of water resources has increased. It is, therefore, concluded that when compared to the past, water, being a vital source, has turned into a factor affecting the political attitudes of the countries more than ever.
