dc.description.abstractObjective: The purpose of this study is to examine the repairs that Maltepe Military Hospital went through in its first years and the inspections carried out during its service. Method: In this study, conducted between May 1 and July 20, 2024, the classical historiography method was employed, utilizing the archives of Presidency of the Republic of Turkey Directorate of State Archives Ottoman Archives and relevant literature related to the topic. Findings: At the end of the 18th century, the Ottoman Empire's military reforms led to the modernization of the army, which also had an impact on the healthcare field. The first examples of modern military hospitals were established to protect the health of soldiers. By the 19th century, the modernization of medicine had accelerated, and many new modern military hospitals were established. The Maltepe Military Hospital, also known as Asakir-i Mansure Hospital, is particularly noteworthy because it was one of the first modern military hospitals that established in the early 19th century. During the reign of Mahmud II, this hospital was established to serve the soldiers stationed at the Rami and Davudpaşa barracks, and was built between these two barracks. The Maltepe Military Hospital, which was opened in 1827, required various renovations during its early years due to the haste of its construction. Additionally, the personnel working at the hospital were monitored to ensure that they were performing their duties properly. Conclusion: The Maltepe Military Hospital, which was hastily built in 1827, underwent its first renovations in December 1829, and continued to require new renovations in the subsequent period. As a result of the inspections conducted at the hospital, personnel who performed their duties well were rewarded, while those who were negligent in their duties or engaged in irregularities were punished.
dc.description.abstractAmaç: Bu çalışmada Maltepe Askeri Hastanesi’nin ilk yıllarında geçirdiği onarımlar ile hizmette kaldığı süreçte hastaneye yapılan denetimlerin incelenmesi amaçlanmıştır. Yöntem: 1 Mayıs-20 Temmuz 2024 arasında gerçekleştirilen bu çalışmada klasik tarih yazımı yöntemi kullanılarak T.C. Cumhurbaşkanlığı Devlet Arşivleri Başkanlığı Osmanlı Arşivi fonlarından ve konuyla ilgili mevcut literatürden yararlanılmıştır. Bulgular: XVIII. yüzyıl sonlarında Osmanlı Devleti’nde askeri alanda gerçekleşen ıslahatlarla ordunun modernleşmesi sağlık alanına da aksetmiştir. Ordudaki askerlerin sağlığını korumak amacıyla kurulan modern anlamda askeri hastanelerin ilk örnekleri verilmeye başlanmıştır. XIX. yüzyıla gelindiğinde ise tıpta yaşanan modernleşme hız kazanarak birçok yeni modern askeri hastaneler tesis edilmiştir. Asâkir-i Mansûre Hastanesi adı ile de bilinen Maltepe Askeri Hastanesi, XIX. yüzyıl başlarında kurulmuş ilk modern askeri hastanelerden olması nedeniyle önem arz etmektedir. II. Mahmud’un hükümdarlığı sırasında Rami ve Davudpaşa kışlalarındaki askerlere hizmet etmek amacıyla vücuda getirilen bu hastane, bahsi geçen iki kışla arasında inşa edilmiştir. 1827 tarihinde açılan Maltepe Askeri Hastanesi, inşasının aceleye getirilmesi sonucunda hizmete açıldığı ilk yıllarda çeşitli tadilatlara ihtiyaç duymuştur. Ayrıca hastanede çalışan personellerin işlerini doğru bir şekilde yerine getirip getirmediği de denetlenmiştir. Sonuç: 1827’de hızla inşa edilen Maltepe Askeri Hastanesi’nde bu tarihten kısa bir süre sonra Aralık 1829’da ilk tadilat çalışmaları gerçekleştirilerek ilerleyen süreçte de yeni onarımlara ihtiyaç duymaya devam etmiştir. Hastanede yapılan denetimler neticesinde ise görevlerini iyi şekilde icra eden personeller ödüllendirilirken, görevlerinde ihmalkar olan veya usulsüzlüklerde bulunan personeller cezalandırılmışlardır.
