Osmanlı İmparatorluğu ve Düyûn-ı Umûmiye İdaresi’nin Manyas Gölündeki Nüfuz Mücadelesi (1890-1914)

| dc.description.abstract | Hüdavendigar vilayetinde bulunan Manyas gölünün seviyesinde zaman içerisinde yaşanan azalma ve suyun çekilmesi boş ve verimli arazilerin ortaya çıkmasına ve dolayısıyla yeni yerleşim alanlarının oluşmasına neden olmuştur. Buna bağlı olarak kırsal yerleşim sahası planlamasında birtakım değişiklikler yaşanmıştır. Osmanlı merkezi idaresi incelemelerde bulunması için Manyas’a heyetler göndererek gölün çevresinde yer alan bataklıkların kurutularak yeni arazilerin oluşturulması amacıyla çalışmalar gerçekleştirmiş ve bölgeden en verimli şekilde yararlanmanın yollarını aramıştır. Ancak göldeki balıkçılığı denetleyen ve vergisini toplayan Düyun-ı Umumiye idaresi, 1890’dan itibaren Osmanlı yetkililerinin bölgedeki çalışmalarına müdahalede bulunmuştur. Gölün ve çevresindeki bataklıkların kurutulmasına karşı çıkarak suyun belirli bir seviyede kalması için bir set inşası yapılması fikrini öne sürmüştür. Nitekim bu set inşasıyla göldeki balıkçılığın artarak devam edeceği ve o nispette balıkçılıktan düzenli vergi alınacağı amaçlanmıştır. Ancak Osmanlı idaresi gölün belirli noktalarına inşa edilecek olan setin su baskınlarına neden olacağı düşüncesiyle bu projeye karşı çıkmıştır. Bu çalışma 19. yüzyılın sonlarından itibaren Osmanlı’daki çevresel faktörlerin yerleşim planlaması üzerinde gerçekleştirdiği değişiklikleri incelemektedir. Ayrıca ekonomik bağımlılıkla paralel olarak Batılı devletlerin Osmanlı topraklarındaki etki sahasını ele almaktadır. Manyas gölü ve çevresindeki çalışmalar bağlamında Düyun-ı Umumiye idaresinin Osmanlı’nın iç işlerine yaptığı müdahaleler yine bu çalışmanın konusunu teşkil etmektedir. | |
| dc.description.abstract | The decrease in the level of Lake Manyas in Hudavendigar province over time and the recession of the water caused the emergence of empty and fertile lands and thus new settlements. Accordingly, there have been some changes in rural settlement planning. The Ottoman central administration sent delegations to Manyas to make investigations and carried out works to create new lands by draining the swamps around the lake and sought ways to make the most efficient use of the region. However, the Public Debt Administration, which controlled the fishing in the lake and collected taxes, interfered with the work of the Ottoman authorities in the region from 1890 onwards. It opposed the draining of the lake and the surrounding marshes and suggested the construction of a dike to keep the water at a certain level. As a matter of fact, the construction of this embankment was intended to increase the fishery in the lake and to collect regular taxes from the fishery. However, the Ottoman administration opposed this project on the grounds that the embankment to be built at certain points of the lake would cause flooding. This study examines the changes in settlement planning brought about by environmental factors in the Ottoman Empire since the late 19th century. It also discusses the sphere of influence of Western states in the Ottoman lands in parallel with economic dependence. In the context of Lake Manyas and its environs, the interventions of the Public Debt Administration in the internal affairs of the Ottoman Empire constitute the subject of this study. | |
