Abstract
Akyazı ilçe merkezinin kentsel dönüşüm bağlamında yapılar açısından, afet riskinin belirlenmesi konulu bu çalışmada; Akyazı ilçe merkezinde eski yerleşim yeri olarak ifade edilen ve deprem öncesi yapıların yoğun bulunduğu Ömercikler Mahallesinde yapılması muhtemel kentsel dönüşüm çalışmalarına referans olması açısından söz konusu alanda bulunan yapıların bir kısmı afet riski bakımından incelenmiştir. Bu kapsamda yapılacak inceleme için öncelikle sokak taraması yöntemi ile mevcut yapıların afet açısından risk durumları belirlenmiş, yapıların risk durumları öncelik durumlarına göre P25 Metodu ile puanlandırılarak sınıflandırılmıştır. Bu aşamadan sonra riskli olarak tespit edilen yapılardan ruhsatlı olanları, ruhsat eki mimari ve statik projeleri üzerinden ikinci safha incelemeler yapılarak söz konusu yapıların afet risk durumları detaylı olarak incelenmiştir. Her iki aşamada elde edilen sonuçlar sayısallaştırılmış ve riskli yapılar için sınıflandırmalar elde edildiğinden Akyazı ilçe merkezindeki mevcut yapıların afet risk durumlarının tespit edilmesine ve kentsel dönüşüm süreci açısından değerlendirilmesine imkân sağlanmıştır. Bu çalışmalardan sonra ilgili yerel yönetimlerle gerekli girişimler yapılarak ihtiyaç duyulacak diğer mahalleler ya da alanlar için de söz konusu çalışmalar yapılabilecektir. Elde edilen tüm sonuçlar Sakarya Büyükşehir Belediyesi, Akyazı Belediyesi, Akyazı Kaymakamlığı vb. kurum ve kuruluşlar ile paylaşılarak elde edilen bilgilerin toplum faydasına kullanılmasına imkân sağlanmış olacaktır.
In this study on investigation of disaster risk in terms of buildings as part of urban transformation of Akyazi district center, some of the buildings have been investigated in terms of disaster risk in Omercikler District neighborhood where is considered as the old settlement that has buildings constructed before the earthquake and in order to be create a reference study to the urban transformation that will possibly take place in the related area. Within this scope, risk status of the current buildings in terms of disaster risk has been determined by Street Scanning Method and the risk status of the buildings has been graded and classified in accordance with their priority by P25 method. After this first phase, the buildings which have building license out of the buildings in our study have been investigated on the license attachments of architecture and static projects as a second phase of the investigation and the disaster risk status of the buildings in question has been investigated in detail. The findings in both phases have been digitized on current maps and the classifications of the risky buildings have been displayed as risk map. As the result of both phases, disaster risk status of the current buildings in Akyazi District Center have been determined and this has enabled the evaluation of these buildings in terms of urban transformation process. Following this study, it will be possible to make these investigations on the areas or neighborhoods' that need such investigations by getting in contact with the related local authorities. By sharing all the results and findings with Sakarya Metropolitan Municipality, Akyazi Municipality, Akyazi District Governorship etc. it will be possible to present all these studies to the benefit of society.
