Özet
20. yüzyıl, ulusal, bölgesel ve uluslararası düzeyde çok yönlü çatışmaların yaşandığı bir dönemdi. Bu dönemde özellikle modern terörizmin dört boyutu/dalgası farklı bölgelerde farklı yoğunlukta gerçekleşti. Bu dört terör dalgasıyla ilgili literatürde ideoloji, aktivizm, örgütlenme, strateji/yöntem veya modulisoperandi gibi boyutlar ayrıntılı olarak tartışılmıştır. Ancak terör literatüründe terörün finansmanı sorunu 11 Eylül 2001 tarihinden itibaren daha yoğun bir şekilde çalışılmış ve "parayı takip et, suçluları bul" kavramı önemli bir terörle mücadele stratejisi haline gelmiştir. Terörizm faaliyetlerini sürdürmek ve çeşitli eylemlerde bulunmak için sürekli finansal desteğe ihtiyaç duyar bu ihtiyaçlar genellikle çeşitli taraf ülkelerin direkt silah yardımı ya da finansal desteği şeklinde olurken belirli dönemlerde ise çeşitli yasa dışı ürün(uyuşturucu maddeler) yetiştiriciliği ve pazarlaması şeklinde gerçekleşmektedir. Bu çalışma kapsamında terörizmin finansman suçu konusu incelenemeye çalışılmıştır.
The 20th century was a period of multifaceted conflicts at the national, regional and international level. In this period, especially the four dimensions/waves of modern terrorism occurred with different intensity in different regions. Dimensions such as ideology, activism, organization, strategy/method or modulisoperandi have been discussed in detail in the literature related to these four terror waves. However, financing of terrorism has become a subject that has been studied more intensively in the terrorism literature since September 11, 2001, and the concept of "follow the money and find the criminal" has become an important counter-terrorism strategy. . Terrorism needs constant financial support in order to continue its activities and take various measures, and these needs are usually in the form of direct arms support or financial support from various states and are implemented in the form of sowing and planting for a certain period of time. selling various illegal products (drugs). In this study, the crime of financing of terrorism has been tried to be investigated.
