dc.description.abstractSustainable living and the solution of environmental problems depend on a lifesyle in which natural processes are respected. Green infrastructure is a spatial planning approach that emerged with this philosophy. The purpose of this study is to evaluate the applicability of green infrastructure systems in Turkey in spatial planning processes. For this purpose, the Spatial Plans Preparation Regulation dated 14.06.2014 and numbered 29030 and the Metropolitan Municipalities Law dated 06.12.2012 and numbered 6360 were examined in the context of the protection of green infrastructure components and the provision of connectivity between them. The relevant jurisdictions and provisions in both legislation have been put forward and evaluated. The results show that there are insufficiencies regarding both the legal arrangements and administrative regulations.
dc.description.abstractSürdürülebilir yaşam ve çevresel sorunların çözümü, doğa süreçlerinin gözetildiği bir yaşama bağlıdır. Yeşil alt yapı sistemleri bu felsefeyle ortaya çıkmış mekansal planlama yaklaşımıdır. Bu çalışmanın amacı, yeşil altyapı sistemlerinin Türkiye’de uygulanabilirliğini, mekânsal planlama, temelinde değerlendirmektir. Bu amaçla 14.06.2014 tarih ve 29030 sayılı Mekansal Planlar Yapım Yönetmeliği (MPYY) ile Bütünşehir Yasası (BŞY) olarak da bilinen 06.12.2012 tarih ve 6360 sayılı kanun”, yeşil alt yapı sistemlerinin bileşenlerini oluşturan alanların korunması ve bağlantısının sağlanması noktasında incelenmiştir. Bu bağlamda her iki mevzuatta yer alan ilgili yargı ve hükümler ortaya konulmuş ve değerlendirilmiştir. Sonuç olarak ortaya konulan yargı ve hükümler, yeşil alt yapı sistemlerinin Türkiye'de uygulanabilirliğinin gerek mevzuat, gerek yönetimsel aşamada yetersizlik olduğunu göstermiştir.
