Özet
Bir malın mâliki tarafından dinî, içtimaî ve hayrî bir gayeye ebediyen tahsisi şeklinde tanımlanan vakıf, İslâm coğrafyasında şekillenen medenî hayatın sürdürülmesinde önemli işlevler görmüş, vakıflarla desteklenmiş hayır müesseseleri kamu alanında birçok ictimaî vazifeleri yerine getirmenin yanında cami, medrese, tekke, zâviye, köprü ve yollar gibi eserlerin yapımında ve işleyişinde etkin rol oynamışlardır. Söz konusu hizmetlerin devamlılığı açısından düzenli bir gelir kaynağı oluşturan vakıfların harcamalarını karşılamak için birtakım mallar vakfa devredilmiş; devredilen bu mal ve arazilerin (çiftlikler, tarlalar, bahçeler vs.) tasarruf hakkını alanlar, elde ettikleri gelirlerin bir kısmını vakıf görevlisine teslim ederek devlet hazinesinden gider kaybı yaşanmadan vakıf şartlarına uygun olarak hizmetlerin devam etmesini sağlamışlardır. Muhtelif zamanlarda yapılan tahrirlerle oluşturulan evkâf defterleri, geçmişte vakıf işlemini gerçekleştiren kişiler, vakfedilen araziler ve arazide yetiştirilen ürünler gibi hususlarda önemli bilgiler içerirler. Asıl olarak II. Selim dönemine ait 547 Numaralı Bolu Livası Evkâf Defteri'nin Onikidîvan, Ulus-Amasra ve Yenice kısmının çeviri yazısını içeren bu çalışmada da, geçmişte yörede vakfedilmiş arazileri ortaya koymak ve buna dayanarak vakıfta bulunan kimselerin bölgeyle ilgilerini ve bölgede yetiştirilen ürünleri tespit etmek hedeflenmiştir. Bugün Karabük ve Bartın illeri dâhilinde bulunan bu yerleşim birimlerinde etkili olmuş sultan, bey ve emir gibi siyasî hüviyete haiz kişiler, ilim adamları, şeyh, kadı ve fakihler ile varlıklı ve nüfuzlu mahallî kişilerin tespitiyle bölgenin tarihsel geçmişine dair çıkarımlarda bulunmak ve yörenin geçmişteki üretim kabiliyetini tespit etmek mümkün hâle gelecektir.
The foundation that defined as the eternal allocation of a property by its owner to a religious, social and charitable purpose, has played important functions in the continuation of the civilized life that took shape in the Islamic geography, and charitable institutions supported by foundations have played an active role in the construction and operation of works such as mosques, madrasahs, takkas, zawiyas, bridges and roads, in addition to fulfilling many social duties in the public sphere. In order to meet the expenses of the foundations, which provided a regular source of income for the continuity of the services in question, some properties were transferred to the foundation; those who received the right to dispose of these transferred properties and lands (farms, fields, gardens, etc.) delivered a portion of the income they obtained to the foundation officer, thus ensuring that the services continued in accordance with the conditions of the foundation without any loss of expenses from the state treasury. The foundation books, which were created with records made at various times, contain important information about such matters as the people who carried out the foundation process in the past, the lands that were endowed and the products grown on the land. This study, which mainly includes the transcription of the Onikidivan, Ulus-Amasra and Yenice sections of the Awqaf Book of Bolu Liva numbered 547 belonging to the reign of Selim II, aims to reveal the lands endowed in the region in the past and, based on this, to determine the interests of the people in the foundation with the region and the products grown in the region. By identifying political figures such as sultans, bays and amirs, alims, sheikhs, kadis and fakihs, and wealthy and influential local people who were influential in these settlements located within the provinces of Karabük and Bartın today, it will be possible to draw inferences about the historical past of the region and to determine the production capacity of the region in the past.
