dc.description.abstractİnşaat projelerinin, tasarım ve inşa aşamalarında teknik elemanlar tarafından yapılacak kontroller büyük önem arz etmektedir. Gerek yapılacak imalatların kalitesi, gerek teknik şartnamelere uygunluk, gerekse aplikasyon doğrulukları; özenle kontrol edilip kayda geçilmesi gereken hususlardır. Türkiye'de 'Yapı Denetimi Kanunu' kapsamında tüm yapım projeleri yapı denetimi kuruluşları tarafından sıkı kontrollere tabi tutulmaktadır. Yapım firmaları, daha projelerinin dizaynı aşamasından başlamak üzere kendilerini denetleyecek yapı denetimi kuruluşları ile anlaşmalar yapmak zorundadırlar. Bu noktada çalışılacak kuruluşun seçimi büyük önem arz etmektedir. Bu çalışmada, birinci derecede deprem bölgesinde bulunan Sakarya ilinde yapılacak bir toplu konut projesi için yapı denetimi kuruluşu seçimi yapılmıştır. 5 farklı firmanın 4 ana kriter üzerinden değerlendirildiği bu seçim bir Çok Kriterli Karar Verme uygulamasını gerektirmektedir. Uygulamada ilk olarak AHP (Analitik Hiyerarşi Prosesi) metodu uygulanmıştır. Sonraki adımda ise AHP-TOPSIS hibrit çözümü yapılmıştır. Uygulama sonucunda yapılan sıralama ve seçimin benzer problemlerin çözümünde uygulanabilirliği tartışılmıştır.en_US
dc.description.abstractControl of construction projects both desingn and building stages by the technical staff has grate importance. Manufacturing quality, suitability of technical specifications and accuracy of applications need to be carefully checked and recorded. All building projects within the scope of Building Inspection Organization Law in Turkey are subjected to strict controls. Construction companies must make arrangements with the Building Inspection Organizations, which will supervise them to begin the design phase of their project.In this point selection of the correct Inspection Company is very important. In this thesis selection of the best company is done for the Mass Housing Project to be carried out in Sakarya Province which is in the first degree dangerious earthquake region. Comparing 5candidate building inspection companies with 4 main criteria and 11 subcriteria to get the solution, one of the Multi Criteria Decision Making Methodhad to be used.At the beginning of application AHP (Analytical Hierarchy Process) Method is used to determine the weight of the criteria to use in TOPSIS method. Finally applicability of ranting and selection for the solution of similar problems are discussed.en_US
