dc.description.abstractSosyal güvenlik sistemimizin finansal anlamda zora düşmesine neden olan bazı nedenler bulunmaktadır. Literatür incelendiğinde bu nedenler arasında bir sebep-sonuç ilişkisinin olduğu gözlemlenmiştir. Bu çalışmanın temel amacı, sosyal güvenlik sistemimizin problemlerinin nedenlerini ve sonuçlarını ortaya koyan bir sorun zinciri resmetmektir. Böylelikle ortaya konulan sorun zinciri, çözüm için gereken ilk adımı görmeyi kolaylaştıracaktır. Diğer bir değişle bahsedilen sorun zinciri aynı zamanda çözüm zinciri niteliği taşımaktadır. Yukarıda anlatılan amacın gerçekleştirilmesi için çalışma bölümleri oluşturulmuştur. 1.Bölüm'de sosyal güvenlik kavramına ve gelişimine değinilmiştir. Sosyal güvenlik kavramının Eski Türklerden Osmanlıya kadar gelişimi ve yakın geçmişte Avrupa'da modernize edilerek popüler bir çağ yaşadığı anlatılmıştır. 2.Bölüm'de sosyal güvenlik sistemimizi finansal göstergelerine yer verilmiştir. Tablo ve grafikler ile sistemin verdiği finansal açık gösterilmiştir. 3.Bölüm'e gelindiğinde sosyal güvenlik sistemimizin finansal açığına dolaylı veya doğrudan neden olan sorunlar tespit edilmeye çalışılmıştır. Bu sorunların üzerine gidilerek kapsayıcı sorunlar genel boyutları ile anlatılmıştır. 4.Bölüm'e çalışmanın amacı, gerekçesi ve yöntemi aktarılmıştır. Beşinci bölümde, finansal açığa neden olan olası problemleri gösteren genel bir diyagram dâhil edilmiş ve yorumlanmıştır. Son bölümde ise çalışmada bahsedilen sorunlarla oluşturulmuş sebep-sonuç diyagramına göre, çözüm için atılacak ilk adımlar tespit edilmeye çalışmış ve bu yönde bazı önerilerde bulunulmuştur.en_US
dc.description.abstractThere are some reasons that cause our social security system to be financially difficult. When the literature is examined, it is observed that there is a cause-effect relationship between these causes. The main purpose of this study is to paint a chain of problems that reveals the causes and consequences of the problems of our social security system. Thus, the problem chain introduced will make it easier to see the first step required for a solution. In other words, the problem chain mentioned is also a solution chain. In order to achieve the purpose described above, study sections have been created. Chapter 1 deals with the concept of social security and its development. It is explained that the development of the concept of social security from the Old Turks to the Ottoman and that it has lived a popular era in Europe in the recent past by modernizing. The financial indicators of our social security system are given in Chapter 2. The financial deficit of the system is shown with tables and graphs. When it comes to Chapter 3, problems that indirectly or directly cause the financial deficit of our social security system are tried to be determined. By addressing these problems, the inclusive problems are explained with their general dimensions. The purpose, rationale and method of working are explained in Chapter 4. In the fifth chapter, a general diagram showing possible problems causing financial deficit is included and interpreted. In the last part, according to the cause-effect diagram created with the problems mentioned in the study, the first steps to be taken for the solution were tried to be determined and some suggestions were made in this direction.en_US
