Özet
Günümüzde her ne kadar alış-veriş, haberdar olma, haberleşme ve sosyalleşme gibi ihtiyaçlar internet araçları ile karşılanabilse de bu gibi ihtiyaçları yaya caddelerinde karşılayan kullanıcıların yoğunluğunu gözlemekte mümkündür. Kentlerde artan araç sayısı ve kalitesi, yüzyıllardır tercih edilen bir insan pratiği olan yürümek kadar sosyal, fiziksel, ruhsal ve ekonomik ihtiyaçların karşılanmasında etken değildir. Yayalaştırma çalışmaları kullanıcı odaklı tasarımın yanında yayalaştırması planlanan alanların alan seçim kriterlerine göre seçilmesi önemlidir. Yayalaştırılacak alanı kullanması muhtemel hedef kullanıcıların benzer alanlarda mevsimlere göre potansiyeli, alandan beklentileri ve güvenlik algılarının belirlenmesi anahtar yaklaşımdır. Bu çalışmanın amacı başarılı bir yayalaştırma çalışması için alan seçimi, yaya alanları fonksiyonlarının belirlenmesi ve yönetim süreçlerini kapsayan yayalaştırma kriterlerinin geliştirildiği bir modeli ortaya koymaktır. Çalışma kapsamında materyal olarak Sakarya garı ve demiryolu seçilmiş, Sakarya Çark Caddesi ve Güney Kore Seul Gyeongui Hattı Orman Parkı'ından ise örnek araştırma alanları olarak faydalanılmıştır. Bu amaçla çalışmada "Yayalaştırma çalışmalarının başarılı olduğu alanlarda kullanım artar, Yaya bölgelerindeki güvenlik algısı alana olan talebi etkiler, Yaya ve araçların birbirinden ayrılmadığı yaya bölgelerinde kaza miktarı artar, Yaya caddelerine ulaşımın alternatifli olması uygundur ve Sakarya kent merkezindeki demiryolu yayalaştırılmaya uygundur" hipotezleri test edilmiştir. Bu kapsamda gözlem ve anket çalışması yapılan örnek alanların başarısını etkileyen alan kalite kriterleri yayalaştırma çalışmalarında tasarım, konfor, bakım, faaliyet, ulaşılabilirlik–erişilebilirlik ve güvenlik-emniyet başlıkları altında puanlandırılmıştır. Alan seçim kriterleri Çevresel, ekonomik ve sosyal olmak üzere üç ana başlıkta modellenmiştir. Çalışma süresince çalışma alanlarında yıl boyu kullanıcı gözlemleri, kullanıcı güvenlik algısı ve kullanım tercihi anketleri, alan kalitesi belirleme çalışmaları yapılmıştır. Örnek yayalaştırma alanı olarak belirlenen alanda ise çevre fonksiyonları belirlenmiş, yayalaştırma potansiyel formu hazırlanarak puanlanmış ve muhtemel yaya sirkülasyonu GIS analizleri ile belirlenerek örnek tasarımın yaya girişleri oluşturulmuştur. Çalışmada alınan tüm veriler derlenmiş, örnek yayalaştırma alanının tasarımı yapılarak görselleri hazırlanmıştır. Hazırlanan tasarım üzerinde yayalaştırma kriterleri geliştirilerek araştırma tamamlanmıştır.
Although today, needs such as shopping, being informed, communication, and socializing can be met through internet tools, it is possible to observe the density of users who meet such needs on pedestrian streets. The increasing number and quality of vehicles in cities are not as effective in meeting social, physical, spiritual, and economic needs as walking, which has been a preferred human practice for centuries. In addition to pedestrian-centered design in pedestrianization studies, it is important to select areas planned to be pedestrianized according to area selection criteria. Determining the potential of target visitors who are likely to visit the area to be pedestrianized in similar areas according to seasons, their expectations from the area, and their perception of security is the key approach. The aim of this study is to present a model in which pedestrianization criteria are developed, including area selection, determination of pedestrian area functions and management processes for a successful pedestrianization study. Within the scope of the study, Sakarya station and railway were selected as materials, and Sakarya Çark Street and South Korea Seoul Gyeongui Line Forest Park were used as sample research areas. For this purpose, the study states that "Use increases in areas where pedestrianization efforts are successful, The perception of safety in pedestrian areas affects the demand for the area, The number of accidents increases in pedestrian areas where pedestrians and vehicles are not separated, It is appropriate to have alternative transportation to pedestrian streets, and the railway in Sakarya city center is suitable for pedestrianization." In this context, the area quality criteria affecting the success of the sample areas where observation and survey studies were conducted were scored under design, comfort, maintenance, activity, accessibility, and safety-security in pedestrianization studies. Area selection criteria were modeled under three main headings: environmental, economic, and social. During the study, visitor observations, visitor security perception and usage preference surveys, and area quality determination studies were conducted throughout the year in the study areas. In the site that was determined as the sample pedestrianization site, environmental functions were determined, the pedestrianization potential form was prepared and scored, and the pedestrian entrances of the sample design were created by determining the possible pedestrian circulation with GIS analyses.
