Hastanelerde tedarik zinciri ve stok yönetiminin kamu özel sektör karşılaştırması üzerine bir araştırma: Düzce ili örneği

Özet
Hastane işletmelerinde kullanılan malzemeler oldukça geniş bir yelpazeye sahip olduğu için çok dikkatli takip edilmesi gerekir. Tedarik zinciri ve stok yönetimi ile bu takibi yapan sorumluların süreç yönetiminde hangi tedarikçilerle çalışılacağı, ürünlerin nasıl stoklanacağı, yeni siparişlerin nasıl ve ne miktarda verileceği, fazla stok bulundurma ile az stok bulundurma riskinin ne olacağı gibi hususlar önem arz etmektedir. Bu hususlar kapsamında tedarik zinciri ve stok yönetimi işleyişi kamu hastane işletmeleri ile özel hastane işletmeleri arasında farklılık göstermektedir. Çalışmanın amacı hastane işletmelerindeki tedarik zinciri yönetimi ve stok yönetimi süreçlerinin işleyişini inceleyerek kamu ve özel hastaneler açısından farklılık ve benzerlikleri değerlendirerek sorun yaşanan ve eksik kalınan alanlar için öneriler sunmaktır. Bu amaç doğrultusunda Düzce ilinde faaliyette bulunan üç hastane işletmesindeki tedarik zinciri ve stok yönetimi süreçlerinde sorumlu çalışanlara yönelik önceden hazırlanmış sorular eşliğinde yüz yüze görüşme yapılarak araştırma verileri elde edilmiştir. Çalışmadan elde edilen sözlü, yazılı ve görsel veriler betimsel-yorumlayıcı yöntem ile değerlendirilmiştir. Yapılan değerlendirme sonucunda hastane işletmelerinde tedarik zinciri yönetimi kapsamında kamu ve özel sektör arasında planlama, ihale ve satın alma süreçleri açısından farklılıklar görülmüştür. Stok yönetimi kapsamında ise hastaneler arasında farklılıklardan çok benzerliklerin olduğu görülmüştür. Bu benzerlikler depo işleyişi, ihtiyaçların tespiti, depolama yöntemi ve stok kontrol yöntemi olarak tespit edilmiştir.
Materials used in hospital management has a wide range and it requires careful follow-up. In supply chain and inventory management and the process management of those responsible for the tracking, issues such as which suppliers to work with, how the products will be stocked, how and in what quantity new orders will be placed, what the risk of holding excess stock or understocking will be are important. Within the scope of these issues, supply chain and stock management processes differ between public and private hospital enterprises. The aim of the study is to offer suggestions for areas in which there is a shortage and problems are experienced by examining the operation of supply chain management and stock management processes in hospital enterprises and evaluating the differences and similarities in public and private hospitals. In accordance with this purpose, research data are obtained by conducting face-to-face interviews accompanied by pre-prepared questions with the employees responsible for the supply chain and stock management processes in the three hospital operations in Düzce. Oral, written and visual data obtained from the study are evaluated with descriptive-interpretive method. As a result of the evaluation, there are differences between the public and private sectors in terms of planning, tender and purchasing processes within the scope of supply chain management in hospital operations. Within the scope of stock management, there are more similarities than differences between hospitals. These similarities were determined as warehouse operation, determination of needs, storage method and stock control method.
