Özet
Tarih boyunca kültürel mirasın korunmasındaki anlayış, tekil yapı ölçeğinden kentsel ve bölgesel ölçeğe evrilmiş ve Tarihi Kentsel Peyzaj (HUL) kavramını ortaya çıkarmıştır. Öte yandan, 21. yüzyılın küresel sorunlarından olan iklim değişikliği, atık yönetimi ve kaynakların tükenmesi ile mirasın sürdürülebilirliği doğrudan bağlantılı hale gelmiştir. Bu bağlamda da kaynak verimliliği esas alan Döngüsel Ekonomi (CE) yaklaşımı ortaya çıkmıştır. Bu çalışma, Tarihi Kentsel Peyzaj yaklaşımı ile Döngüsel Ekonomi ilkeleri arasındaki kavramsal ve pratik ilişkileri sistematik olarak incelenmiştir. Araştırma, nitel araştırma yöntemleri kullanmış olup UNESCO 2011 HUL Tavsiye Kararı ve Avrupa Komisyonu 2020 Döngüsel Ekonomi Eylem Planı politika belgeleri üzerinde kelime bulutu ve yönlendirilmiş içerik analizi gerçekleştirmiştir. Kelime bulutu ve yönlendirilmiş içerik analiz yöntemleriyle, literatür taramasında karşılaştırmalı analiz ile üretilen dört analitik tema (değer sistemleri, kaynak yönetimi, yönetişim modelleri, sürdürülebilirlik anlayışları) üzerinden karşılaştırmalı değerlendirme yapılmıştır. Bulgular, HUL'un değer odaklı ve katılımcı yapısı ile CE'nin kaynak odaklı ve performans temelli yapısının tamamlayıcı olduğunu ortaya koymuştur. Bu bağlamda araştırmanın özgün katkısı, kültürel mirası döngüsel sistemin yenileyici bir kaynağı olarak konumlandırarak bu iki yaklaşımı birleştiren ''Döngüsel Kültürel Peyzaj'' modelinin geliştirilmesidir. Model, tarihi çevrelerin sürdürülebilir yönetimi için kültürel ve çevresel döngüselliği entegre eden bir çerçeve sunmakta ve uluslararası, ulusal ve yerel düzeylerde politika önerileri geliştirmiştir.
Throughout history, the understanding of cultural heritage preservation has evolved from the scale of individual structures to the urban and regional scale, giving rise to the concept of the Historic Urban Landscape (HUL). On the other hand, the sustainability of heritage has become directly linked to the global issues of the 21st century, such as climate change, waste management, and resource depletion. In this context, the Circular Economy (CE) approach, based on resource efficiency, has emerged. This study systematically examines the conceptual and practical relationships between the Historic Urban Landscape approach and the principles of the Circular Economy. The research employed qualitative research methods and conducted word cloud and directed content analysis on the UNESCO 2011 HUL Recommendation and the European Commission 2020 Circular Economy Action Plan policy documents. Using word cloud and directed content analysis methods, a comparative evaluation was made based on four analytical themes (value systems, resource management, governance models, sustainability understandings) produced through comparative analysis in the literature review. The findings revealed that the value-oriented and participatory structure of HUL complements the resource-oriented and performance-based structure of CE. In this context, the original contribution of the research is the development of the "Circular Cultural Landscape" model, which combines these two approaches by positioning cultural heritage as a regenerative resource of the circular system. The model provides a framework that integrates cultural and environmental circularity for the sustainable management of historic environments and has developed policy recommendations at the international, national, and local levels.
