Özet
Amerika Birleşik Devletleri-İsrail ilişkileri, ilk bakışta diğer devletlerarası münasebetlerden farklı gözükmektedir. Bu aykırı izlenimin sebebi ikili ilişkilerin temelinin, karşılıklı çıkarların yanında, din, lobi, iç politik olaylar ve ekonomi gibi değişkenlerin oluşturmasından kaynaklanmaktadır. Söz konusu değişkenlerin, ABD- İsrail ilişkilerini karmaşık göstermesine karşın, iki devlet için de neorealist perspektifte karşılıklı çıkarlara dayalı ilişkiler tesis edilmiştir. İsrail Ortadoğu'daki varlığını sürdürebilmek ve güvenliğini sağlayabilmek için ABD'nin ekonomik, siyasal ve askeri yardımına ihtiyaç duymaktadır. ABD de Ortadoğu'daki hegemonyasını sürdürülebilir kılmak için bölgede stratejik ortağı olarak İsrail'i öncelemektedir. Ortadoğu ise istikrarsız bir görünüm vermeye devam etmektedir. İsrail'in kuruluşuyla birlikte istikrarsızlık genel anlamda Arap-İsrail ilişkileri ile doğru orantılı olmuştur. Ayrıca çözümsüz kalan Filistin Sorunu da istikrarsızlığın önemli sebeplerindendir. Bu çalışmadaki amaç, ABD'nin İsrail'e olan bakış açısında din, lobi faaliyetleri gibi kavramlar önemli bir yer tutmakla birlikte, neorealist yaklaşımın bu kavramlara nazaran ön planda olduğunu sınamaktır. ABD'nin İsrail ile olan ilişkilerindeki neorealist bakış açısının Ortadoğu'ya olan önemli etkilerini araştırmak da çalışmanın bir diğer amacıdır. Çalışmada, kuramsal çerçeveye dayanılarak, ABD'nin Ortadoğu'daki çıkar algılamaları ve ABD-İsrail ilişkileri kronolojik olarak analiz edilmiştir. Ayrıca ikili ilişkilerdeki önemli faktörler olan dini inanışlar, lobi faaliyetleri gibi konular da ele alınmıştır. ABD- İsrail ilişkilerinin Ortadoğu'ya etkileri ise Filistin Sorunu, çatışma, aktörler arası ilişkiler çerçevesinde analiz kapsamına dahil edilmiştir.
At first glance, USA-Israel relations seem to be different from relations between other states. The reason for this contradictory impression is that the basis of bilateral relations is formed by variables such as religion, lobby, domestic political events and economy as well as mutual interests. Despite the fact that the aforementioned variables make the USA-Israel relations complex, relations based on mutual interests have been established in a neorealistic perspective for both states. Israel needs the economic, political and military assistance of the USA in order to maintain its presence in the Middle East and to ensure its security. The USA also prioritize it as strategic partnership Israel in the region in order to sustain its hegemony in the Middle East. The Middle East, on the other hand, continues to give an unstable appearance. With the establishment of Israel, instability general has been directly proportional to Arab-Israeli relations. In addition, the unsolved Palestinian Question is one of the important causes of instability. The aim of this study is to test the fact that the neorealist approach is at the forefront compared to these concepts, altough concepts such as religion and lobbying have an important place in US's prespective on Israel. Another aim of the study is to investigate the important effects of the neorealist perspective in the relations of the USA with Israel on the Middle East. In the study, based on the theoretical framework, the USA's perceptions of interests in the Middle East and the US-Israel relations were analyzed chronologically. In addition, issues such as religious beliefs and lobbying activities, which are important factors in bilateral relations, are also discussed. The effects of the USA-Israel relations on the Middle East are included in the analysis within the framework of the Palestine Problem, conflict and relations between states.
