dc.description.abstractIn this study, Tobacco smuggling that took place in the region in the 19th century during the Urfa Regiment Directorate and the administration's struggle with such informal economy initiatives were evaluated. Ottoman Empire, In addition to having wide borders, it has fertile lands, many ports with commercial potential, important trade routes and a wide commercial market. Therefore, smuggling activities were an important problem that occupied the state administrators. An example of this situation in the Ottoman in the 19th century occurred in the Urfa Reji Directorate. Purpose of the study, It is to try to determine the measures taken by the Urfa Regiment Directorate in order to prevent smuggling activities in the region. In this context, it is especially focused on the unregistered economic activities that occur throughout the sanjak. In particular, the organizational structure of the Urfa Regiment Directorate, its administrative staff, smuggling activities in the region and the measures determined to prevent such activities will be discussed. In this framework, archival documents and provincial yearbooks constituted the main sources of the study.
dc.description.abstractBu çalışmada, 19. yüzyılda Urfa Reji Müdürlüğü döneminde bölgede meydana gelen tütün kaçakçılığı ve müdürlüğün bu gibi kayıt dışı ekonomi girişimleriyle mücadelesi değerlendirilmiştir. Osmanlı İmparatorluğu, geniş sınırlara sahip olmanın yanı sıra verimli arazilere, ticari potansiyeli olan pek çok limana, önemli ticaret güzergâhlarına ve geniş bir ticari pazara sahiptir. Bundan dolayı kaçakçılık faaliyetleri devlet yöneticilerini meşgul eden önemli bir sorun idi. 19. yüzyılda Osmanlı’da yaşanan bu durumun bir örneği Urfa Reji Müdürlüğünde meydana gelmiştir. Çalışmanın amacı, Urfa Reji Müdürlüğünün bölgedeki kaçakçılık faaliyetlerinin engellenmesi doğrultusunda almış olduğu önlemleri tespit etmeye çalışmaktır. Bu bağlamda özellikle sancak genelinde meydana gelen kayıt dışı ekonomi faaliyetleri üzerinde durmaktır. Bilhassa Urfa Reji Müdürlüğünün teşkilat yapısı, idari kadrosu, bölgedeki kaçakçılık faaliyetleri ve bu tür faaliyetlerin önlenmesi hususunda belirlenen tedbirler ele alınmaya çalışılacaktır. Bu çerçevede arşiv belgeleri ve vilayet salnameleri çalışmanın ana kaynaklarını oluşturmuştur.
