Özet
Bu araştırmada okul müdürlerinin karar alma aşamasında karara etki eden iç ve dış çevresel faktörleri tespit ederek uygulayıcılara ve alanyazına katkı sağlanması amaçlanmaktır. Araştırma, nitel türde betimsel tarama modeli ile gerçekleştirilmiştir. Bu kapsamda araştırmanın çalışma grubunu, amaçlı örnekleme yöntemlerinden maksimum çeşitlilik örneklemesi kullanılmıştır. Araştırmanın evrenini Antalya Gazipaşa İlçesinde Millî Eğitim Bakanlığı'na bağlı eğitim kurumlarında, 2021-2022 öğretim yılında görev yapmakta olan her kademede görevli 22 okul müdürleri oluşturmaktadır. Araştırmada veri toplama aracı olarak kullanılan yarı yapılandırılmış görüşme formu eğitim yönetimi alanında üç uzman görüşüne başvurularak araştırmacılar tarafından geliştirilerek kullanılmıştır. Katılımcılar tarafından kodlar ve temalar tutarlılık gösterecek şekilde belirlenmiştir. Bu kodlar ve temalar düzenlenerek frekans tablosu elde edilerek bulgular tanımlanmış ve yorumlanmıştır. Ayrıca bireylerin görüşlerini olduğu gibi yansıtmak için sık sık doğrudan alıntılara yer verilmiştir.Araştırma kapsamında katılımcılara yöneltilecek açık uçlu sorular öncelikle alanyazın taranarak ve araştırmanın çalışma grubunda yer almayan dört okul müdürüne yöneltilerek görüşleri alınmıştır. Okul müdürlerinin karar alırken etkilendikleri özellikle baskı ve tesir altında kaldıkları çevresel, öğretmen ve öğrenci ve çevre kaynaklı faktörleri ortaya çıkarmak amacıyla okul müdürleri ile yüz yüze görüşmeler yapılarak yarı yapılandırılmış görüşme formları uygulanmıştır. Elde edilen veriler içerik analiz yöntemi ile analiz edilmiştir. Bu araştırmanın sonuçlarına göre okul müdürlerinin. Karar verme sürecinde öğrenci kaynaklı; aile yapısı ve sosyoekonomik durum, öğretmen kaynaklı; kurumsal aidiyet ve değer görme, çevresel kaynaklı; sosyoekonomik durum, kültürel etkenler ve fiziki sosyal koşulların etkili olduğu görülmektedir. Ayrıca okul müdürlerinin görev önceliklerinin ilk sırasında, okul amaçlarını gerçekleştirme yer almaktadır. Diğer öncelikli görevler ise sınav başarısı, kaliteli eğitim ve öğretmenlerin iş doyumudur. Okul müdürlerinin, karar alma süreçlerini etkileyen faktörlerin ilk sırasında yasa ve yönetmelikler yer almaktadır. Okul müdürleri, karar alma süreçlerini etkileyen diğer faktörleri, öğretmen ve müdür yardımcılarının görüş ve önerileri, okulun eğitim amaçları şeklinde ifade etmektedir Uygulayıcılara; çevresel unsurların kültürel değerlerini dikkate almaları ve tüm paydaşları karar verme sürecine dâhil ederek çoğunluğun benimseyebileceği kararlar almaları önerilebilir. Araştırmacılara ise okul yöneticilerinin karar vermelerini etkileyen diğer unsurları da içeren nicel ve nitel karma desende çalışmalar yapmaları önerilebilir. In this research, it is aimed to contribute to the practitioners and the literature by determining the internal and external environmental factors that affect the decision- making processes of school principals. The research was carried out with a descriptive survey model of qualitative type. In this context, maximum variation sampling, which is oneofthepurposivesamplingmethods,wasusedasthestudygroupoftheresearch.The universe of the research consists of 22 school principals working at all levels in educational institutions affiliated to the Ministry of National Education in Antalya Gazipaşa in the 2021-2022 academicyear. Thesemi-structuredinterviewformusedasadatacollectiontoolintheresearch was developed and used by the researchers by consulting the opinions of three experts in the field of educational administration. The codes and themes were determined by the participantstobeconsistent.Byarrangingthesecodesandthemes,afrequencytablewas obtained and the findings were defined and interpreted. In addition, direct quotations are frequentlyincludedinordertoreflecttheviewsofthepeopleastheyare.Theopen-ended questions to be directed to the participants within the scope of the research were firstly examinedbyscanningtheliteratureandweredirectedtofourschoolprincipalswhowere not included in the study group and their opinions weretaken. Semi-structured interview forms were applied by conducting face-to-face interviews with school principals in order to reveal the environmental factors, teachers andstudents,andenvironmentalfactorsthatschoolprincipalsareparticularlyaffectedby whenmakingdecisionsunderpressureandinfluence.Theobtaineddatawereanalyzed bycontentanalysismethod.Accordingtotheresultsofthisresearch,schoolprincipals.in the decision-making process student-based; family structure and socioeconomic status, originating from teachers; corporate belonging and appreciation, environmental origin; socioeconomic status, cultural factors and physical social conditions are seen to be effective. Inaddition,thefirstpriorityoftheschoolprincipals'taskistorealizetheschool goals. Other priority tasks are exam success, quality education and job satisfaction of teachers. Laws and regulations are at the top of the factors affecting thedecision-making processes of school principals. School principals express other factors affecting the decision-making processes as the opinions and suggestions of teachers and assistant principals,andtheeducationalgoalsoftheschool.Itcanbesuggestedthatenvironmental factors take into account the cultural values and include all stakeholders in the decision- making process and make decisions that can be adopted by the majority.
