Öğe An analysis of the activities of the Union of Turkish World Municipalities from the perspective of sustainable development1(Alexandru Ioan Cuza Univ Press, 2025) Celikyay, Hicran Hamza; Bayraktar, Hulya KucukGlobal problems such as global warming, climate change, desertification, biodiversity loss, deforestation have caused many natural and biological disasters. Disasters threaten sustainable development by shrinking living spaces. The solution of global problems is expected to be supported by international principles and policies that countries and urban governments will develop. For this reason, in 2015, the United Nations published the document Agenda 2030: Sustainable Development Goals (SDGs). The document includes 17 goals, 169 targets. In many ways, the objectives are within the scope of duties and responsibilities of local governments, especially municipalities. In this study, the Union of Turkish World Municipalities (TDBB) was chosen as an example. The aim of the study is to examine whether the activities of the association are compatible with the SDGs. Using a qualitative research method, the activity reports of the TDBB between 2016-2022 were analyzed through content analysis. The union's activity headings were grouped to determine whether they fall under the SDGs, and the alignment of the activities with the goals and the level at which they correspond were identified. The findings were presented using conceptual mapping techniques. It is believed that the results of the study will guide the planning of the union's future activities.Öğe The use and effect of artificial intelligence in decision-making processes in municipalities: A literature review(Nova Science Publishers, Inc., 2024) Bayraktar, Hulya Kucuk; Çelikyay, Hicran HamzaMunicipalities, as the local government units closest to people, have an important role in providing effective and efficient services. Today, all administrations aim to provide efficient and effective services by taking advantage of the opportunities provided by technological improvements. Smart city applications, digital transformation, 5G, and IoT technologies have been used in urban services for a while. Artificial intelligence (AI), which has come to the fore recently, stands out especially in decision-making processes. The correct use of artificial intelligence has brought about successful applications in many fields. Artificial intelligence can drastically change how public services are provided and increase governance effectiveness when it is included in municipal services. Municipalities can employ artificial intelligence in data-driven decision-making to forecast future trends based on historical data. Artificial intelligence can also be applied to urban planning, environmental health, urban transportation, and global problems, among other areas. However, by offering individualized services, enhancing communication, and customizing municipal services to each individual's needs, it is possible to boost public engagement and services. The implementation of artificial intelligence applications in municipal services can facilitate the development of effective and efficient local policies through big data management, enabling managers to make optimally beneficial judgments. It is important to evaluate how artificial intelligence can contribute to the decision-making process in municipal governments and measure its effect on decision-making processes. The aim of this study is to evaluate whether artificial intelligence can have an effect on the decision-making of municipalities for the benefit of the public and to measure its effect on optimal decision-making. In this study, a literature review on municipal governments and artificial intelligence will be conducted using the qualitative research method. Furthermore, it will be analyzed whether there are examples of best practices. The ethical principles related to the use of artificial intelligence will be reflected in the study. Finally, an overview will be obtained with the applied method and findings. © 2025 Elsevier B.V., All rights reserved.Öğe The work of the development agencies and its effect during the covid-19 pandemic: the case of Serhat development agency(Natl Res Univ Higher Sch Economics, 2024) Bayraktar, Hulya Kucuk; Celikyay, Hicran HamzaThe Development Agencies were established in 2006 in T & uuml;rkiye to support regional development, with the budget transferred from the central government. The Development Agencies collaborate with public administrators, local governments, provincial administrations, universities, non -governmental organizations, and the private sector to adopt an effective governance model. The work of agencies in exceptional situations is also distinctive compared to other actors. It is crucial to evaluate the efforts of the Development Agencies in mitigating the social and economic impacts of the COVID-19 pandemic and draw conclusions about their effectiveness in the region. The impact of a pandemic outbreak on the Development Agencies has not yet been researched. This study aims to evaluate the work of the Serhat Development Agency and the effect of this new process on the local development of the region during the pandemic period, which continues its activities in the provinces of Agri, Ardahan, Kars and I & gbreve;dir covering the TRA2 region of T & uuml;rkiye. The study was conducted using the qualitative method. In-depth interviews were utilized during the field research in the agency between 19-29 October 2021 and 18-22 January 2023. The results obtained show that the pandemic process has reduced the interaction of the agency with its stakeholders and new projects have not been supported, which had a negative impact on the development of the region. Agriculture continued without any interruption during the pandemic. Negative effects were seen in the tourism, food, and service sectors, but no additional efforts were made to remedy them.
