The impact of this outbreak hasled to social, economic and human institutional transformations, especially health. Analyzingthe performance of health systems at the point of identifying problems related to the currentsituation and developing solution suggestions, while providing opportunities to develop policysuggestions that will minimize the effects of the pandemic in the short term, can provide newperspectives to service delivery in the long term. This study aims to evaluate the performanceof the Turkish health system in the COVID-19 pandemic and to contribute to the solution ofproblems. Within the scope of the study, the economic, social and technological effects of theCOVID-19 pandemic were discussed, and its effects on the health system were evaluated. Inthe study, the performance of the health system and the reflections of the political andadministrative system on the fight against the COVID-19 pandemic were also discussed. It isthought that this study will provide an opportunity to evaluate the effectiveness of the stepstaken in combating the COVID-19 pandemic. As a result of the study, it will be possible to putforward a model proposal for the provision of health services in case of a global epidemic.
