A "case study" design, which is one of the qualitative research approaches, was used in this study. The study group consisted of 64 school principals working at primary, secondary and high schools in the province center and districts of Duzce. A semi-structured interview form consisting of nine questions was used as the data collection tool. The collected data was analyzed by content analysis method. 15 main themes were formed under five categories.
