With the help of these techniques and methods, it is ensured that the secondary users can switch to other spectrum without interrupting their communication. Optimization and artificial intelligence techniques in spectrum handoff process are discussed because they are current and open-minded topics. In this work, it has been possible to carry out the spectrum handoff process in various ways, taking into account the needs of the secondary users, and artificial intelligence techniques have been utilized in the decision making process with multiple parameters. By means of the developed hybrid and artificial intelligence based spectrum handoff methods, comparative network parameters such as total number of handoff and total spectrum handoff duration are obtained.
