Today, all administrations aim to provide efficient and effective services by taking advantage of the opportunities provided by technological improvements. Smart city applications, digital transformation, 5G, and IoT technologies have been used in urban services for a while. Artificial intelligence (AI), which has come to the fore recently, stands out especially in decision-making processes. The correct use of artificial intelligence has brought about successful applications in many fields. Artificial intelligence can drastically change how public services are provided and increase governance effectiveness when it is included in municipal services. Municipalities can employ artificial intelligence in data-driven decision-making to forecast future trends based on historical data. Artificial intelligence can also be applied to urban planning, environmental health, urban transportation, and global problems, among other areas. However, by offering individualized services, enhancing communication, and customizing municipal services to each individual's needs, it is possible to boost public engagement and services. The implementation of artificial intelligence applications in municipal services can facilitate the development of effective and efficient local policies through big data management, enabling managers to make optimally beneficial judgments. It is important to evaluate how artificial intelligence can contribute to the decision-making process in municipal governments and measure its effect on decision-making processes. The aim of this study is to evaluate whether artificial intelligence can have an effect on the decision-making of municipalities for the benefit of the public and to measure its effect on optimal decision-making. In this study, a literature review on municipal governments and artificial intelligence will be conducted using the qualitative research method. Furthermore, it will be analyzed whether there are examples of best practices. The ethical principles related to the use of artificial intelligence will be reflected in the study.
